STAR – St. Louis Avian Rescue, Inc. is a 501(c)3 nonprofit all-volunteer organization governed by an elected Board of Directors. Its officers are charged with conducting STAR’s business in accordance with our Code of Ethics.
Justin Reis, President
Fascinated by animal intelligence from an early age, Justin became interested in parrots after auditing a course in cognitive ornithology.
He joined the rescue in 2009 as a way to become better acquainted with an animal which captivated him. The experience of fostering was a wonderful way to share life with these remarkable creatures and the need for a rescue organization to improve conditions for these long-lived animals was soon obvious.
Cage cleaning and home visits eventually evolved into an election to the Office of Secretary. In 2011 he joined the Board of Directors and in 2018 he was appointed to the Office of President.
Steve Wagner, Executive Vice President
Steve is a molecular biologist and a senior scientist with Kypha, Inc. He has a strong passion for animal rescue and is closely involved with Chihuahua Rescue Midwest 501(c)3 in addition to fostering for STAR since 2017. A St. Louis native, he holds a B.S. Biology from Saint Louis University. He hopes to leverage his 22 years of experience in academics and industry to help STAR improve it’s operations and grow to help as many birds as possible.
